DC DOES Shared Work Plan Application_v2

The Department of Employment Services (DOES) is dedicated to assisting individuals affected by the coronavirus (COVID-19) public health emergency.  To ensure individuals stay connected to the workforce, the DOES Office of Unemployment Compensation (OUC) has introduced its Shared Work Unemployment Compensation Program (Shared Work). This is a voluntary program that provides an alternative to layoffs for employers confronted with a decline in business. Instead of layoffs, you reduce your regular part-time and full-time employees’ hours between 10% - 60% and keep them on the job.

This application cannot be saved, so please plan to complete it in one sitting. It typically takes less than a half-hour.

Before we get started, let's make sure your organization meets the basic eligibility criteria. 

If you're approved for the Shared Work Unemployment Compensation Program, are you willing to comply with the following rules?
  • I will notify all employees of the Shared Work Plan (the plan for reducing hours and ensuring compensation) and provide them instructions for voluntary participation.
  • I will continue to pay my full-time and regular part-time employees their regular health and retirement benefits.
  • I will not include temporary or seasonal employees.

2. Is your organization's main physical office located in the District of Columbia? 
The main office is wherever the chief executive officer and highest level managerial employees of the organization manage and lead the organization. *This question is required.
3. Have you seen a reduction in activity due to economic conditions, including the COVID-19 public health emergency?

4. Are you considering the Shared Work Unemployment Compensation Program so that your employees share the organization's reduced hours rather than being laid-off? *This question is required.
5. Do you certify that you have paid all DC Unemployment Compensation Act contributions (i.e. Unemployment Insurance tax) for all past and current periods as required for an employer operating in the District of Columbia?  *This question is required.
